So let's break it down into terms that are easier to understand: "shelled spaces" are the areas built by the owner for the tenant. This means they're fitted with interior fixtures, like this bathroom which boasts subway tile wainscoting and a large corner soaking tub, while other areas, like hallways or, in this case dressing rooms, are left unfinished as they will be custom-designed by whomever leases or buys the property. These kind of living spaces typically come as what's called a "shell and core," a shell being an unfinished structure (as in gutted space) with only the structural components (e.g., framing) complete and a core, meaning the wall studs, plumbing system and electrical wiring among other things left incomplete but ready for tenants to customize at their leisure.

It's basically when a tenant or business moves into the space of a building that has been constructed by a landlord but has not yet been furnished within their demands. Fit-outs take place for renovations, but it's also started to be used for new buildings as well.
